When I read this article, the first thing that entered my mind was that someone forgot to grease the palm of some filthy politician(s).

More conspiratorial assumptions cause me to think that maybe what we are bearing witness to here is an extension of an inside DNC political mafia war between Chicago and New York. Remember, Governor Patterson and President Obama aren't exactly on good terms these days.
